Plan zagospodarowania przestrzennego województwa jest podstawowym narzędziem prowadzenia polityki przestrzennej na poziomie regionu, rozumianej jako celowe oddziaływanie władz województwa na rozmieszczenie funkcji i przestrzenne różnicowanie dynamiki rozwoju.
Głównym zadaniem Planu jest określenie przestrzennych uwarunkowań rozwoju oraz kierunków i priorytetów kształtowania środowiska przyrodniczego, kulturowego i zurbanizowanego w ciągu najbliższych kilkunastu lat, w dostosowaniu do strategicznych kierunków rozwoju społecznego i gospodarczego województwa zawartych w Strategii Rozwoju Województwa Opolskiego, z równoczesnym uwzględnieniem koncepcji przestrzennego zagospodarowania kraju.
Dokument stanowi podstawę dla opracowania programów rozwoju województwa, zapewnia wiodącą rolę w zakresie przestrzennej koordynacji działań na poziomie regionu i na poziomie lokalnym. Umożliwia efektywne wybory priorytetów na zasadach zrównoważonego rozwoju, przy zachowaniu możliwości negocjacji pomiędzy stronami w zakresie ważności i spodziewanych efektów działań.
Pierwszą edycję Planu zagospodarowania przestrzennego województwa opolskiego opracowano w latach 2000 – 2002 i przyjęto uchwałą nr XLIX/357/2002 Sejmiku Województwa Opolskiego z dnia 24 września 2002r.
W ramach sporządzonego w roku 2006 Raportu o stanie zagospodarowania przestrzennego województwa opolskiego stwierdzono, iż Plan zagospodarowania przestrzennego województwa opolskiego uległ dezaktualizacji wskutek m.in.: zmiany Strategii Rozwoju Województwa Opolskiego, zmiany planów inwestycyjnych podmiotów, w gestii których znajdują się inwestycje celu publicznego o znaczeniu ponadlokalnym oraz w skutek zmiany obowiązujących podstaw i wymogów prawnych. Po wejściu Polski do UE zmieniły się w istotnym zakresie wymogi i zasady przygotowywania i realizacji dokumentów określających politykę społeczną, gospodarczą, środowiskową – decydujące dla zrównoważonego rozwoju: powstały liczne projekty zmian w regulacjach prawnych dotyczących planowania i zagospodarowania przestrzennego oraz realizacji inwestycji.
Wobec tego, że nowa ustawa o planowaniu i zagospodarowaniu przestrzennym (Dz. U. Nr 80 poz. 717 z późn. zm.) obowiązująca od 11 lipca 2003r., stworzyła nowe uwarunkowania dotyczące zakresu planu zagospodarowania przestrzennego województwa, zaistniała konieczność weryfikacji i uzupełnienia zapisów tekstowych i graficznych planu. Powyższe przesłanki spowodowały, iż w dniu 26 września 2006r. Sejmik Województwa Opolskiego podjął uchwałę nr LII/529/2006 w sprawie przystąpienia do sporządzania zmiany Planu zagospodarowania przestrzennego województwa opolskiego.
W efekcie wykonanych prac dostosowano dotychczasowe ustalenia Planu, zarówno w jego część opisowej jaki i graficznej do aktualnej sytuacji społeczno-gospodarczej, bieżących – strategicznych celów rozwojowych oraz do obowiązujących wymogów prawnych. Zmieniony Plan przyjęty został uchwałą nr XLVIII/505/2010 Sejmiku Województwa Opolskiego w dniu 28 września 2010r.
